Clean Construction Waste Program” (“Programa Entulho Limpo”, PEL), aims to stimulate construction companies to implement procedures for enabling selective collection of the residues generated at civil construction sites. Moreover, this program promotes the recycling of these residues..

The principles of the PEL are in conformity with the resolution 307 of the CONAMA (click here to view the resolution) on residues of the civil construction, approved on July of 2002. This resolution defines that each Brazilian city and the Federal District has to elaborate an integrated plan for the management of the residues generated on construction sites. A determined period was established so that the construction companies could implement the resolution.

The PEL was initialized by the NGO ECO Atitude - Environmental Actions in partnership with the University of Brasilia and the Sinduscon-DF. The PEL is being promoted on national level through lectures, videos and newspaper articles. All these means always remind the rational form to deal with the residues generated by the civil construction.

The project of environmental education for the development of the PEL among 8 construction companies in Brasília, all certified with the "A" level of the PBQP-H (Brazilian Program of Quality and Productivity in Housing), was developed by ECO Atitude and financed by the Brazilia Ministry of the Environment.

Caixa Economica, the federal bank sponsored the printing of 4000 brochures (click here to download the file ), and SEBRAE supported the production of the didactical and educational videos.

The implementation of the PEL in the Federal District is being followed by an external consultant who carries out analysis on the results of the program. The foundation AVINA supplied support to contract this consultant.

We had and will always have the objective to pass on the “Clean Construction Waste Program” in the entire domestic territory, as well as overseas if requested. The realizations of the project in Brasília will be the example for other cities of medium and larger size.
ECO Atitude is looking to develop its projects and to implement the PEL nationwide through strategic alliances with research institutions, universities and other governmental or non-governmental organizations.
